Context v21 additionally projects current execution/reconciliation work while keeping completed historical detail canonical and replayable; the state-changing Decision baseline fence remains enforced at Proposal creation.

Primary Agent Surface v14 exposes seven semantic operations: observe, research, decide, execute, reconcile, performance, and owner. Agent Context v21 now distinguishes current consumer-bound obligations/current execution work from replayable historical detail. Current Finance can observe and compose real capital state, form/revalidate owner-bound decisions, preserve effect identity/reconciliation, and evaluate performance on explicit bases. External financial submission remains a separate fail-closed deployment boundary.
